Various post-launch threads this year allude to (but cannot quote) Word of God that resources and medium to large creatures do not respawn, respawning is a bug. At about 3h 24m in, a developer talks about the respawning in the game. I went to fish out the video link - this is the live launch stream.

Each savegame has at least 72 full hours of pure playtime logged. I have killed several leviathans in all 3 games (the third being total genocide). Now if you doubt my experience, I have 3 playthroughs with about 294 hours logged. You can clear them out and check yourself.

There are maps out there with leviathan spawn locations marked. The only way to repopulate is to breed their eggs in an ACU and release them back into the wild. If it's bigger than a small fish and you've killed it, it stays dead. (there is a video link out there somewhere) Not resources, nor leviathans, nor gasopods, stalkers, etc. Most of the playerbase agreed that leviathans did not respawn, and the game developers themselves have stated only small fish respawn.
